That's what the tuning slugs are for and the complicated instructions. If the tuning cap goes to the ends and it doesn't pick up the full band, the slugs need to be adjusted in a certain way, with a sig-gen, o-scope, VTVM, and a bunch of tuning tools. Sounds like the low end is ok, but the top end is off a little. spend the $$$ for an alignment and get it done right. Well worth it.

Or maybe live without one channel!!! Or maybe be happy about the new japanese channel at the other end that plays EVEYTHING: rock, latin, jazz, etc. I just can't understand what the hell they are saying...and that's probably a good thing :)

IIRC Mike Urban @ URBAN RADIO (See list at bottom of page) does alignments. And he's not too far from you.
 
My in-laws were at his place a year or so ago.They were facinated with his collection of vintage radios. This summer I restored a 1943 RCA tabletop and they LOVED it. Maybe I can dump this thing off on them and they'll take care of it (?)
