sure. they know this problem. they dont care.
people keep buying them, so they don't have a ton of incentive to tighten up quality control. That adds cost. Until there is enough competition that they have to compete on quality vs cost I don't see it changing. Its not just tubes, other parts have gone to crap when there are less options and mfg compete purely on price. Car parts have become a real gamble for fit and function. Last water pump I bought didn't even fit. I discovered this after it had been painted (aka no return) and I had put the gasket sealer on. My nicely painted water pump now has a big rusty spot on top where I took a grinder to it so it clears the thermostat housing.

It gets aggravating for sure when it comes to car parts. Bolt or screw holes don't line up or like your water pump you have grind on a part to get it to fit.
When it comes to water pumps I've found its always best to shell out the extra money on one from the dealer if possible. I haven't had an aftermarket water pump yet that lasted near as long as a factory water pump due to using inferior bearings and seals. I had to buy an after market computer for my Dodge Ram truck. The Dodge dealer couldn't find a factory one and it would have been months before any new ones would be available. Even then, I still had to pay the dealer to program the thing and install it. Who knows how long the aftermarket computer will last.
ITT tubes were either made by RTT Japan or Brimar Depending on what it was The black orange boxes were Brimar. The White with the black and red were RTT Japan. Sometimes you can buy a RTT tube and inside the tube was labeled ITT.
