Akai GXC-39D limiter circuit LED remains lit at all times

So I have an Akai GXC-39D with very low hours (purchased new by my father in 1976, and rarely used) and an audio limiter circuit on the input side. The LED light used to work normally and be off, and only light when peak levels are reached, however after about 100 hours of use, the LED decided to light dimly, and stays lit all the time now. The limiter circuit still works, and the LED flashes at peak levels, but stays illuminated at all times. Any ideas what might be going on? Thanks for any input you may have.

Sorry, you are saying that the limiter works normally but the Peak Level light is always on dim and flashes bright during a loud passage?
Does it light dimly only in record? What about when in record and both L & R volume controls down to minimum?
Does it still do it if you do not have the Limiter button pressed?

Yes that is correct. It stays lit even when the deck is idle and not in record mode or the limiter switch engaged. Changing the sliders position makes no change.

How good are you at troubleshooting and replacing components? Do you have a multimeter and soldering iron?
First, please measure the DC voltages at the EBC of transistors TR18 and TR19.
