Allied Knight KN 615-HC - recone?

I have a nice pair. Both working
One has severely damaged cone.

Is recone cone pheasible? Is anyone offering recone kits?

Read they were build by EV for Allied. The EV sister model being EV 15TRX?

Would be a shame to not fix the one.

From your pictures it appears there isn’t any missing material from your damaged cone. If no recone kits are available, I believe your speaker can be repaired to the point where it’s sound quality isn’t discernible from the other. There are multiple threads here on AK which explain the process of such repairs using coffee filter paper (or similar) and paper glue. I have successfully done several repairs like this but none with as much damage as yours have. It’s possible a fellow audio enthusiast lives near you who would be willing to attempt this repair. Perhaps disclose your approximate location and ask for some help or find a repair technician and ship the speaker to him/her. The result won’t be pretty to look at but performance should be just fine.
