Altec Valencia 806A 16 ohm measure open

A friend of a friend bought a pair of Altec Valencias at an estate sale. Got them home and the HF section was dead. My understanding is these are 806A 16 ohm compression drivers.

Any thoughts whether the voice coils have failed or just need new diaphragms? If voice coils, any recommended repair shops?

Valencia's didn't come with 802's. the smaller 806's were stock.
They could have been upgraded with 802's.
the Voice coils are not detachable from the Diaphragms.
You can change them yourself!
Best choice for replacements, IMHO is the Radians.
As Great Planes has stopped production .

The most likely failure mode is a broken lead in conductor between the terminals on the hub and voice coil proper.

In the image below where you see the conductors forming a broken right angle, they should form a smooth continuous 90 degree bend.

Patience, persistence, and a delicate touch can often scrape enough enamel off to join the broken ends with a dab of solder. Such a repair can last anywhere from a few seconds to several years.

Radian would be my only recommendation for replacement. If it comes to that, buy a pair because it's only a matter of time before the Radian phragms go the way of GPA and the Dodo.
