Anyone know what this rubber piece is on my AR XA?

It's sitting in a small hole to the left of the pulley. It looks like there's meant to be a nut or something underneath, but it's always just sat loose the whole time I've had it. I've never seen anything like it in manuals or other AR photos, so I'm wondering if the previous owner added it. Does anyone recognise this?

THAT'S what it is! It came with the Dust Bug, but I'd never seen one before, so I didn't know this was the base for it. Mystery solved. Thanks!
