If it's actually NOS and never powered up I'd probably run the initial start up through a light bulb, let everything charge up a bit before hitting it with full power. But then I got a Teac X700-R deck that hadn't been powered up for 25 years or so and it powered right up - except for the liquidized drive belt. Does it still smell new? Always nice to fire up new equipment.
