Well, thanks to needlestein I was able to cyanoacrylate glue the suspension. Things didn't go perfectly well, but nevertheless the cantilever now holds up mass instead of collapsing like before.
Now for the adjustments... I found on the bottom/rear/left of the unit a cogged wheel which appears to be the RPM fine tuning. I used an old fluorescent lamp and tuned it so the dots on the platter stood still.
What I was kind of confused is the counterweight and the knob on the tone arm near the pivot: my guess is that knob that goes from 0 to 3.5 is actually the tracking mass? So I set it to 0 and turned the counterweight on the back so that the tone arm is perfectly balanced. I used a sized piece of foam to hold up the arm just enough so that the stylus won't strike anything during adjustment as my cartridge wouldn't plug in sideways for some reason. Then I set the knob to 1.2 which apparently is the SP12 suggested tracking mass. The instructions on sound-smith seem to somewhat be contradictory to what I did, but this seems a bit more natural.
I was trying to read up on some information about TT's and comparing to others I wanted to confirm: there is no anti-skate adjustment at all for the B&O 3000-5231 as it handles it automatically?
Anyway, the TT seems to work now, and I found my phono amplifier has signal path issues that I've never seen before because I've never used the phono input before. I suppose it's time for my oscilloscope to save the day again. Currently I only have three pieces of vinyl to play with, and hoping it's not eating them too badly while testing. I need to get more classical music selections, they seem to show more problems with the signal path. Popular music seems to disguise signal problems, it wasn't until I tried a music box recording that clearly exposed problems with my phono amplifier.
