Best adhesive for Marantz pushbutton bushings

Contact cement carefully applied with a toothpick has worked for me over the yrs. for similar situations such as your needs.
I have no suggestions for securing the dial frame to the faceplate, other than I would attempt to try to duplicate the original OEM method.
 
I use Devcon contact cement both to glue the bushings in and also to glue the plastic frame back into the aluminum front panel. I also use it on the velum and dial.
 
Interesting that there are all kinds of different glues used for these button bushings. Some go for special glue, some go for quick set and then some just grab the glue sitting nearby that they use on other stereo rehab projects. I can't see ordering, buying and waiting for something special to do this minor task when there is probably something in the house that will work. The use of silicone could be a problem if it ever needs to be removed. I used some on the taillight gaskets and it took some serious time to remove even with the chemical made to do that. So use sparingly.

Double stick tape is the choice for the vellum.

Any decent solvent based glue or adhesive will work. You don't need something fancy. They come under many brands. This one works fine and you can probably find something similar at a local hardware store, or even dollar store....
