BIC 960 - Turntable will not spin

I don't know how much of it is the same but the BIC 981 I had needed a well lubed rubber O ring under the base of the platter, plus a belt, and not much else.

Did you clean the belt with alcohol?

And if the tonearm won't drop, the lift pin is stuck in the up position and something is holding it there. Is the mechanism in cycle?
