Blown tweeter or crossover issue?

I have a pair of Wharfdale W60E speakers. One of the speakers has an issue. When it plays higher frequencies at louder volumes there is static/noise/crackling. Other frequencies sound fine. It also sounds fine at lower volumes. My first thought was a blown/damaged tweeter. However, could an issue on the crossover cause this problem? Maybe something else entirely? What can I do to identify the source of the problem?

Is there a level adjustment knob on the rear of the cabinet? It would be near the positive/negative posts.

Swap the tweeters between the two speakers and see if the problem follows the tweeter. That'll tell you real quick whether the problem is the tweeter or the crossover.

There are two adjustment knobs on the back of the speakers, one for mid and one for high. I have played with them. They clearly work, i.e., you hear the difference in the sound when you adjust them. Lowering the highs decreases the problem. However, when you turn up the volume it still happens, while the other speaker works/sounds fine.

I had thought of changing out the tweeters. I will go ahead and do that.

OK, it took a while, but I finally swapped out the tweeter. I still get the distortion/static/noise. What do I check next? What on the crossover could be causing this problem?
