Cable between pre and receiver.

I've bought several pairs of IC's from an eBay seller that was brought to my attention on Head-Fi. Do a search on Dyson Handmade. He'll also do custom builds in addition to the ones listed and I'm sure you can get something within your budget. He uses good quality parts and specifies wire type and often brand, etc.

I have to think that the quality of materials for the price paid would have to be better than that of a company that has to build in marketing costs and retail channel margins.

No affiliation.

Do you mean a connector between a phono preamp and your receiver or a regular preamp and your receiver?

If the former, you may wish to get component video cable. I seem to recall something about capacitance and replacing turntable wires. Actually, I'm not sure that would apply to the connection between a phono preamp and receiver as it would between a turntable and the receiver.
