CR-450 idle adjust

Hi Everyone,
I am trying to set the idle current on a Cr-450. 50 mV on left and right channel as per service manual.
However I can only set it on the right channel. Right channel is ok at 50 mV. Turning the trimpot on the left channel changes nothing, it stays steady at 0 mV.
What could be the cause of this? faulty trimpot or resistor?
Could this be related: both channels have output but right channel is louder than left channel. When I turn the balance to 09.45 it is in the middle.
Main amplifier was recapped and retransistored and changed trimpots too.

What transistors were replaced and their replacements?
Measure dc voltage between bias TP1 and chassis/GND, repeat for TP2 and GND, should be +/-xxxmV.
Does left channel sound distorted or sounds ok, maybe check/measure resistor R535 and R537 in circuit
ok, expect about 10ohms Important measure with amp powered off/unplugged.
 
Also check emitter resistors R539 and 541.. .47Ω @ 2 watt
