DBX CX-3 loud buzzing noise R-channel only

Hi,
I think I might have made a mistake with my newest purchase... Long story short, I have been using my DBX-BX3 for a good while after fixing it, and wanted the DBX CX-3 stereo preamp to go along with it for a long time.
I just bought the DBX CX-3 pre-amplifier from a shop in the USA, while I'm living in France, and the package arrived today.

I plugged it in and was soon horrified to discover a tremendous humming sound on the right channel, strong enough to put my BX3 into failsafe, which renders the CX-3 unusable. I opened a dispute with the seller but was wondering if a similar problem had ever been encountered (I researched a bit and found nothing).

The actual problem is as follows:
-Loud humming in the right channel, with a spike at around 60Hz (reading from my graphic equalizer)
-Already tested the power supply, which seems fine by voltage readings (-22;+22;0;0;+8)
-No capacitor seemed damaged on the top boards, but I'm waiting for advice to dig deeper
-The noise isn't affected by any actions on potentiometers nor buttons on the face
-The "Tone Defeat" button seams to make it even stronger when pressed
