Dual 1214 in RCA cabinet

Hey everyone, first post here and fairly new to vinyl and turntables in general.

I recently saved an older RCA cabinet radio with a Dual 1214 turntable from the landfill. Im having trouble getting the tone arm to balance correctly. Even with the counterweight completely backed off the tonearm still seems to fall. Ive followed the instructions in the manual but for some reason it just wont balance. Im not quite sure how to remedy this. Any help would be appreciated.

The dial at the tonearm pivot needs to be set to 0 when you’re balancing the tonearm, looks to be set to 1.5 in your photos.
 
I was hoping it wasnt something easy like that... Ah well. Cant be upset about learning something new.

Your RCA Console is likely a Canadian set. RCA Canada didn't use the RCA changers (in my opinion, superior move). Beautiful console, and should sound great.

Thank you for the info! I cant believe how well it was taken care of. Is there anything I should look for regarding the needle and cartridge? Are there signs when they are in need of replacment? Apologies for all the questions, just want to make sure everything is in working order before I start regular use.
