Dual 1229 Gradually Becoming Slower

Hi everyone, I really need your help. I have a dual 1229Q that has been fully overhauled. I have run into one big issue with the turntable. The speed is inconsistent. I have an app on my phone that allows you to place your phone on the turntable it will read the rpm live. The duals RPM will start out at 33.32 and gradually get slower until it hits about 32.98. The idler wheel is new, the motor has been taken apart and cleaned as well as oiled. I have cleaned the inside of the platter as well. I have made sure the screw on the capstan is tight which it is. I am not sure what I should do here. This table used to be dead steady at 33.32.

Hello, i am curious. Does your turntable have a working stroboscopic speed indicator? Have you tried adjusting the fine speed adjust control? if so does the speed continue to decrease?
 
Is there any vertical play in the idler wheel? Perhaps it's riding up just a little until it hits the top of the plastic locking washer.

Hi, I apologize for the late reply! I have been very busy with school. It turns out there was some grease/oil in on the inside of the platter causing the idler to slip.
