If you post your location, there may be an AKer who could look it over for you as a favour. My ST40 in similar condition needed a new rectifier tube and fuse and ran first time. It did need new caps, but it was a thrill to hear it.
If you know it's basically working, it may help your decision of what to do next. Only a few caps have to be changed. It's not a big job to get it running safely, and the fine tuning can wait.
