EL34B bias issue on Grant Fidelity W30 GT

I've changed the KT88 on the Grant Fidelity W30 GT for EL34Bs.
Before I swapped the valves I dialed down the bias to .35v as recommend .
The newly installed EL34Bs bias readings are less that .03 volts DC which is ten times less the .35 to .40 volts range indicated in the manual .
Has anyone had this experience ?
I have not attempted to increase the bias at this point even if it may be possible .
Any help on this would be much appreciated.
