One thing that popped into my head was is you or the neighbors are using LED lights?

I have 4 units (from China) in my garage and they blare out so much RF noise that they blanket most of the radio stations in my garage receiver and render my garage door opener useless if they are on.

I do have led lights. Neighbors probably too. It's pretty much the only thing that is still legal in Europe, so that might be it. In fact, the noise indeed seems to get worse as I switch on certain ones.

Would that also suggest that a power conditioner wouldn't do much here, because this sounds like a "wireless" problem?

I'm afraid that I don't know the answer to that one.
But I do know that the lights in my garage also effect the radio in my car to the point of blanketing one station until the end of my driveway, its got to be close to 100 feet. That certainly points to a wireless issue.

Due to the country of origin (China) I have very strong suspicions that the lights I have do not meet any kind of US regulations despite what labels may be on them. Similar to the NFL jersey that I bought from Aliexpress that arrived with a label proclaiming it was "made in Honduras".
