I'm looking at a pair of these for an OB setup, but they're missing the tweeter 'brilliance control'. I know it should be simple to bypass this, but how necessary is to the speakers performance? I've read that these drivers are not overly bright and that many leave the control maxed out. Alternately, how easy is it to find a modern substitute for these controls?

I think 15w is more than enough for high frequency.

IMHO, I like Lpad as it allows me to tune it according to the volume and room size for high frequency needs

I ordered the 8 ohm l-pads to match my speakers, and they seem to do the trick. They are from PE as a seller, but I ordered from Amazon due to it being easier.
I tested the speakers on cardboard baffles, and they sound promising. I'll pick up some MDF soon and mount them to that and test more. They are in really good shape; one looks to be excellent, and one has a tear from storage, but this should be an easy repair. The seller is an older gentleman, and they belonged to his father, who was apparently a big hi-fi enthusiast back in the day. It's always nice to chat with a seller and get a bit of history on the items.

Glad it worked out for you. I should swap in my 12trxb set one of these days. I built front loading transmission line folded horn cabinets. It works well with the Jensen and Philips full range so far.

It'll be fun to play around with these, once I get them mounted on something a bit more solid than Amazon boxes! They will def need a subwoofer, but that's to be expected. I tested them on an HK 630 Twin receiver that has not been restored, so I expect them to sound better on something that's been updated. I'll try with another HK, an A300 tube integrated amp. I just realized I have more vintage HK equipment than any other brand, and all of it has been accidental, in that I wasn't seeking HK equipment.

Oh, they def have decent bass, especially with a bit more room behind them. The bass is perfectly adequate for 'natural' music vs 'unnatural' music aka electronic. They sound much better with the L-pads installed and the tweeters dialed down a touch.
