Think about how different the world we live in would be if the earth was constantly covered by clouds.
The early sailors would have never risked sailing away with no means to navigate; or if they did, they would have never returned. There would be no maps, and the apparent movement of the sun, moon and stars would be unknown.
Mankind probably would not have figured out that the earth is a (near) sphere; at least not as soon as they did.
The whole concept of our solar system, galaxy and the universe would be completely unknown. At least until someone had the idea to shoot a rocket up with a camera on it. But why would they?
I think our technological development would be hundreds, if not thousands of years behind where we are now.
