G-8000 protection circuit question

I was looking at the schematic and wanted to ask if anyone with more experience in circuit design knew the answer to this.

What are C35/C36 for in the protector circuit? They appear to go from ground to the amps output, through a resistor. Bipolar implies that Sansui expects + and - DC voltages here... What are these responsible for in the protector circuit?

Could be if rail leakage is present ( excessive DC offset or shorted condition )

Now to figure out why there's DC coming from my preamp section, amp section is already rebuilt, power supply/protection too, haven't pulled the preamp sections yet, but it's giving enough DC out that gets passed through the amp stage to give a slight pop on turn on in both channels (around 100-200mv out from the main amp that quickly drops to zero). If I cycle the power more quickly than the relay RC cap can discharge it'll pop out 500mv or so through the speakers.
Normally I would suspect the power supply but I've got the +-33.6v rails spot on.

Also what is the verdict on the N.I.R resistors? are they fuse resistors and ticking time bombs like the older F.R resistors? I found one 47ohm out of spec in my amp board so far.
