Yes, that is tubed....IMO, according to the radio dial and the Civil Defense triangles....
I'd jump on it. GE consoles made some interesting amps...and used some unusual tubes....for their consoles.

The GE console amps i've seen....are a bit different. As they used Printed Circuit Boards....to hold the tube sockets...and various components...and that is in turn, mounted in a metal frame, ( chassis.)

So, in that regard...not your usual aluminum or steel chassis....like Magnavox, Zenith...and your usual console amps....
But that is OK...too.
 
Too bad I have zero space in my house for a console (especially one of this size).

Sadness.
 
Yeah, GE did some odd stuff. Single ended 7591 amps on a printed circuit board, stuff like that.
