Grace G-704 Lateral Weight Problem

So I recently repaired and installed a Grace G-704 tonearm/AT15Sa with a LP gear replacement stylus on a Sony 2251 table. The tonearm pivot was broken, so I machined a new one, JB welded it into place, refilled the damping fluid well, and rewired the tonearm.

Everything works perfectly, except the lateral balance. With the weight all the way to the left, I can’t quite get the azimuth correct (see pic). According to the manual, there is a lateral weight and an eccentric weight (which seems to be a black gasket of some sort but is missing on mine).

Does this part have any weight? If so, should I source one in order to get the azimuth right? Let me know what you think I should do. Thanks!

The pivot height also effects Azimuth.

Is the tonearm parallel to the vinyl? Hard to tell from the photo but it sort of looks a little tail up?
 
Also I see that the block you are using is listing due to the Groove Guard at the lead-in.

I typically use a pencil lead across the headshell and eyeball it.

Good catch. Unfortunately, that lip didn't really make a difference. It's still a bit crooked.
 
Just looking past (ignoring) the alignment block, and using the album as a reference, I'd say the cartridge is leaning too left by a tiny bit. You should probably use a test record and see how the chanel balance/separation look.

I believe that's just the camera angle.

Looks like just some form of rubber bushing ( to keep the weight in place???)
