Harman Kardon 330C not working, suggestions?

So I have an old 330C from when I was a kid that I pulled out of the closet and plugged in for a side project. Went to power it on and no lights came on, no indication of any sort that it's getting power and no sound coming out of the back. I opened it and found a bulged capacitor which I replaced and still nothing.

Using that I tested the power pickups at B1, B2, B3 ...etc and the values were within 1 or 2 volts of what is listed but that is as far as I've gotten for diagnostics. I'm a little out of my experience level here, I know how to read a diagram and I understand the basic components but I really don't know where to start on diagnosing/fixing it. I did notice that the power to the rear outlet is not showing 120V which seemed weird since it is hardwired to the main power. The fuses are all intact as well.

Any thoughts on where to start?

Check and make sure that the voltage selector plug is in and set for 120V
Check the 3 fuses inside the unit, probably on the power supply/rectifier board and make sure they are not open.
Check the power switch and make sure it is working properly.
