Harman Kardon 730 - Debugging Stereo Lamp

Hi there! I am in the process of debugging/fixing what I believe is likely a dead stereo lamp in my HK-730. I placed the probes of my multimeter across the top two male probes shown in the attached photo - no continuity. Am I checking for contintuity at the right location?

Before I replace the bulb, I wanted to check one more thing... am I missing solder from the actual board? I attached a photo of the servicing manual's schecmatic and a photo of the board (my photo is mirrored over the y-axis) - it looks like I am missing solder?

Any advice or insights would be greatly appreciated!
Thank you in advance!

*Update:

I am measuring 13V (AC) regardless of whether I am tuned into a FM channel or not. No DC voltage across the two pins shown below.
