You can at least double the value of the caps, maybe triple around 500 or 600 uf. But more importantly is to get genuine fresh electrolytics. One of the better ones are the Panasonic brand that are low ESR. Just be sure they are not counterfeit.

I usually use Nichihon, Rubycon, IC, Panasonic, Kemet.
So to make things clear , here is what I will do:

C14 & C16 200/250V---- bump to 600/250V (please correct me if I am wrong, does McShane upgrade bump these to 1000uf---??? )
C15 40/525V ----- bump to 150/525V
C17 a & b 20/150V --- bump to 60/150V
C1, C18 4/450 ------ should I bump these to 10uf/450V---???
C2a, C2b - 50/450 ---- should I bump these to 150uf/450---???


Please note I am planning to keep the rest of the circuit original (original values).
Will replace all film caps and check all the resistors.

With something like the Citation and the resource of Jim's mods/kits/instructions I find it very difficult to recommend anything else.
 
How is the recap/restore coming along?
I too am in possession of a Citation 2 that has been sitting for a while . i do have the KT88s , new ( Chinese ) and old( Genelex) but need a few more of the others 12BY7A
