Harmon Kardon 560 dial tuning fix

I know several have made a fix to the tuner pulley/circuit board issue that this tuner has. The lower end of the scale gets blocked because the pulley/cord hook catches on the neighboring circuit board as it turns. I saw someone made a bracket and JB welded it to the heat sink to allow this to slide by in the area. Seems others have moved the pulley back on the shaft. I am a little leery of loosening up the screws on the shaft for fear of losing the match with the dial indicator. Is it a simple method of marking the shaft and pulley, loosening the screws and sliding it back on the shaft? Does is stay there or slowly move back?

I am going to fix it one way or the other, but I am sure others on here have dealt with this issue and can give me some insight.

Thanks,
