Help! 9090 protection issues - flashing red

Hi Sansui lovers. Please could someone help with my 9090? Iam in the UK where techs are hard to come by! I have a beautiful 9090 that won't come out of protection even with the driver board removed. I've replaced c01, c02, c03, tr02, tr01 and the relay so far. The relay does latch at first but after several cycles it stops. Iam using a dbt @ 100w which dims within seconds. I've measured the voltage at the relay coil and it starts at about 13v but slowly drops to below 10v, at which point it won't latch. What voltage should I find at the relay coil? What else could I try? Note that when it does latch, and with the driver board installed I get audio as expected. Any help would be amazing. I need this thing in my life, and not just to look at!

If it passes the DBT, take it off and plug it into mains power and see if the relay works. If the DBT is choking it, that may explain the drop you're seeing and thus the relay isn't getting the expected voltage to work properly.

Thank you for your reply. Yes I've tried it plugged directly and I have the same thing. If I cycle on and off a few times the relay buzzes but doesn't latch
