power supply voltages .like say if negative was lower it could clip on the negative side .
with it being both channels leads to supply issue .

I'm not sure what you're asking.

Measure the Positive voltage first (B+), then measure the negative voltage (B-). They should be virtually identical, except for being positive and negative. If they are off by much, you'll see it as one clipping before the other.

The transistors in this power section say BC559B. Can I replace them with what you're suggesting?

for posterity (I am working this exact model now) the BC559B can be replaced by a matched pair of KSA992Fs rather well given that most of us stock the latter and not former.
