I believe that's a power supply and not an amp. It just has a rectifier tube and 3 voltage regulator tubes. It does not contain any preamp or power output tubes.
 
yeah, power supply. Multiple voltages thanks to the string of gas regulator tubes. I'm just assuming its tapped at each regulator.

Not sure when Heathkit got going, but this looks more homebrew than kit to me. No branding anywhere.
