Help with strobe light not working in Marantz 6350Q turntable

I've got a nice 6350Q marantz turntable that needs some work done; a friend of mine is working on its repair, but there's one thing that he couldn't get around to fix yet: the strobe light.

He tells me (I'm repeating this, electronics is not my thing) that the two yellow cables coming out from the main transformer, which are feeding the strobe light, are not registering 120 volts as per manual; instead he's getting about 60v.

He already checked the service manual and the output voltage from the power transformer isn't indicated.

Does anyone know about the correct voltage or had this problem before?

the service manual says the voltage is converted to 140V DC for the strobe. check the voltage at the strobe and work backwards to the transformer. the voltages are on the schematic in red. if the voltages are good might be a bad neon light
