How to accurately adjust Technics SL1700 (mk1) suspension

My technics SL1700(mk1) has been having issues with"phantom antiskating" where antiskating would be present when both the counterweight and antiskate have been properly adjusted to zero. I decided to disassemble the turntable and test the antiskating with being held at a even surface with the suspension disengaged. This caused the antiskate to work as expected, the tonearm moved torwards the center spindle when everything was zeroed out. I know that the suspension is the issue since it is not perfectly level but cannot find any resources to properly adjust the suspension. Does anyone know how to properly adjust the suspension on the turntable?

No longer have it, but holding the turntable on a level surface with space under allows a socket wrench to be used to adjust the springs. Unfortunately the springs never created a "true suspension" hence the upgrade.

I seem to remember them having some kind of rubber band around the spring.
