How to discharge caps?

quick and dirty, short them with a screwdriver.
Proper way is a 1 meg ohm resistor across terminals.

I wouldn't recommend that with high voltage caps, especially if you want to use them again. They're not made to discharge directly to ground.
 
Get a test lead, cut it and solder a 2.2K resistor in series, covering the resistor with shrink tube. If you want to see whether it's done, add an LED in series. If it's a tube amp, just clip a test lead to the plate pin on one of the input tubes. The B+ goes through enough resistors that it's fast, but safe.
 
I've been meaning to rig up a 25W lamp with some alligator-clip leads to do just what you need to do. Simply haven't gotten around to it.

Been using this combo for decades. When the lamp extinguishes, it's been bled.
 
Night light can be used. Most older ones have a 7 watt bulb but they'll take higher wattage chandelier bulbs also. But really just posted to say if you go this route make sure the bulb works first. I know everyone knows that, right. Just saying!

Use the lamp and leads here too--coated safety bulb and I wear safety goggles and isolation gloves with no wedding ring (just to be safe).
 
Oooo, this looks like it will be the first thing I have to do when I start my first project: reconditioning two Beomaster 4200 amps. I'm so glad I learned this by reading and not with my hands.
