How to fix cueing?

So, I have a vintage turntable, a Sony PS-T25, whose cueing function doesn't work properly: instead of smoothly lowering the tonearm, it drops it down with force--the tonearm just falls onto the record. It raises it slowly and smoothly, but drops it harshly. I'm sure this can be fixed, but how? Any advice is appreciated.

Download the service manual from here. p21 illustrates applying 300KcSt fresh silicon oil to the arm lifter, which serves as a friction agent and damps the jerkings. p24 shows how to remove the cue bar with a hex key.
