Inherited a CT-F950 and RT-707

I'm looking for some advice/help. The 950 was in the garage for years and looks to be in excellent shape. I used an alcohol pad on the heads capstan/pinch roller. I gave it some time to dry, popped in a tape, and let it go. It plays for a couple of seconds and stops. When I take the tape out, there's a small loop outside the casette housing. It looks like the play reel isn't turning. I only have 2 cassettes to test with, but they both exhibit the same behavior. Please see attached 10 second attached video.

Push in the little metal button which detects the presence of the tape. Then press play. If the take-up reel spins, let this run for 2 days. There might be dead spots in the reel motor, from sitting. This might help the problem. Report back when you have results.

If the take-up reel does not spin, give a nudge, as the motor might be sitting on a dead spot.

This was the first thing I tried before I put a tape in. It runs for about 3 seconds then stops on its own. Here's what happens:
 
The CT-F950 transport is almost identical to the CT-F900. Here is some info on restoring the transport:


Possibilities:
  • Reel motor not being powered
  • Reel motor seized/bad/missing
  • Reel belt bad/missing
  • Reel idler drive tire bad/missing
  • Reel idler mechanism incorrectly assembled/installed
  • Take-up reel seized or incorrectly assembled
  • Reel brakes not lifting
It shall be an exercise for the student to discover which cause, if any, is true.
