Is my Technics SL-QD33 running slow or is it something else?

Hi! Just picked up a Technics SL-QD33 from a local record shop that seemed to be in decent shape. It sounds like it might be running a bit slow to me, though - I notice is mostly on clean guitar parts. They sound like they've got a warble. From what I understand, the light on the side of the turntable looks like it's wavering a bit to me. What do you guys think? Is there a speed adjustment somewhere? Video:

Isn't there a strobe on the left side of the player that will show you if it is going slow or not? But to me on these old technics, if it really isn't able to hold a consistent speed, then you might need to replace the capacitors.
