Is Pioneer PL-41cuing damped only downward?

I just finished working on a PL-41 and the cuing is only damped in the downward direction. If you quickly raise the arm it flies upward and then bounces around until it settles down. I'm wondering if this is normal.

Damped on the way down only.

Mine works best with the stock headshell and cartridge in that regard.
 
Seems like a bit of a design flaw to me. I've found the stock setup works great while some cartridges, like the AT VML540, literally don't work at all because they're to compliant and will resonate right out of the groove. Low compliance moving coils work quite well.
 
Grados don't work well either, in my experience, especially in the lead-in grooves.
I just stick with the stock PL-C9.

I think that the lack of anti-skate doesn't help matters.

I use the cueing lever as an aid to gently place down and lift up the arm.
Flicking the lever up or down results in the symptoms that you describe.
