Same model likely, but not the same unit. Scars are different. One has a scratch above the logo, logo is faded differently, etc.

Imperfections tell a story, and both are telling different stories.
 
I think you may be correct.

You know, when I get something with a missing or broken fuse holder, I replace it, with either one from stock or one from a conveniently located merchant in my neighborhood.

I guess the new scam for selling broken stuff is to pull the fuse cap, so that gullible buyers will think that there's a chance that it might be working.:thumbsdn:
