Have this JVC QL-F4, has been sitting a couple years. No cover. Finally found one on ebay, in England. Bought it. Got the table down to check it out. Speed was stuck in between 33 and 45. De-oxed and now working both speeds. But the Quartz lamp is not right. Any thoughts?

You should obtain the Service Manual if you still don't have it. There is a Section 7, "Troubleshooting" with several flow charts. Except for IC802, all other components can be easily replaced.

First, you should check if the 'brown glue' from the factory has corroded any component and caused it to deteriorate (i.e., created an open circuit). Second, you should check pin #7 of IC803 per the diagram below. A DC voltage there should be around 2.5 V. This will feed the base of X802, which drives the LEDs in cascade. There are threads here on restoring this TT. I have one QL-F4 and have added information in the past in this forum. Best of luck.
