Kenwood GE 1000 Equalizer Time Delay Display Problems

Hello fellow Audiophiles!

So I picked up a Kenwood GE 1000 equalizer to compliment my Kenwood amp and turntable. So everything works except the Time Delay Display. I would like to know what could be the problem, and what do I have to do in order for the whole unit to really stand out!
