Kenwood KA - 6004 Protection Issue

I recently acquired a KA-6004 that has a fault in the protection circuit. When the amp powers up the relay does not engage except for a very occasional click or two. There is no DC at the output before the relay and a quick bypass of the rely to speakers showed the amp working correctly. I do not have the skills to figure out how the protection circuit functions so I am in need of some advice on how it works and what tests I should perform to find the fault. A copy of the circuit is available at the HIFI Engine or I can send a copy to anyone who is able to assist me.
