Kenwood KR-5030 Receiver, issue with tone knob, any suggestions?

I have an old Kenwood KR-5030 Receiver, older silver faced, and the Bass knob only affects one channel. Could this be the potentiometer, or something on the PCB. I have cleaned all the pots, there is no scratching sounds, just the bass only affects one channel, and the other channel sits at neutral level, ie dead center sounding. Any ideas are greatly appreciated, I have the knowledge and tools to change PCB components if needed.

If it hasn't already been done, cleaning the potentiometers and switches should be a first step to eliminate them as potential problems. An open circuit in a pot or function switch might be killing the tone control of one or both channels.
 
You might want to check to see if the bass control needs resoldering to the board. This sounds like what a cold solder joint or loose or intermittent connection would cause.

If it has one, it could also be that the tone defeat button or switch needs to be cleaned. Clean all switches, not just the pots.
 
You can easily test if the pot is the issue by jumping the center and clockwise connections of that section together (with the pot all the way clockwise), and see if the bass in the audio is essentially turned all the way up (or even higher if the counterclockwise side of the pot is also broken).
