Kenwood KR-720 blows 2A fuse when turned on

Friend gave me this nice Kenwood receiver. Every time I turn the power on, the only 2A fuse on the circuit board blows instantly. (The other fuse is a 4A.) What is the likely culprit and is this worth trying to repair?

Service manual available on Hifiengine.com. Look like one fuse between the power transformer and the AC input and other between the power supply and the power transformer. Really could be anything in the receiver causing this to blow. Usually suspect would be the power amplifier output devices. Unlikely it is a tuner issue. Moving this the Kenwood forum. Your welcome back here if they problem is indeed in the radio section of your receiver.
