Kenwood KX-400 barn find to repair nightmare?

I'm trying to restore this tape deck to working conditions. I thought it was a nice project to tip my toes into the fascinating world of vintage electronics but I think I'm biting more than I can chew. I replaced the belts but I have the following issues:

- mechanism: playback seems to work alright, but no FF or Rewind. When you press the buttons there just is zero movement.
- Vu meter lights are very feeble but they become more intense if I press Play, FF or Rewind.
- absolutely ZERO output. Even the Vu meters don't dance when a tape is playing.

At a quick, superficial inspection, the board does not unearth big issues - no leaking caps, no burn marks or smells, solder joints seem reasonably OK. I got the service manual, googled/read/watched a lot but it didn't help with my specific issue. I figure the absence of output is a data transmission issue and the other two -- it looks like somehow the power is not delivered properly? But I don't really know what I'm talking about. I'm decent at repairing laptops, PCs, phones and botvacs but I don't really know much about the fundamentals of electronics. I'm just a 40-something dude trying to have some fun in a strange way (i'm sure you guys understand;)). Any help/pointers would be much appreciated. Thanks in advance!
