Found a pair of KLH Model 23 speakers on marketplace for $100, seller says they’ll take around $75 for them. Seller doesn’t know if they work as they’ve been sitting for years and can’t test them. The surrounds look okay but given the age and how long they’ve been sitting they’ll probably need to be resealed and other work will probably need to be done overall as well. I know they’re of the (if not the) best KLH speakers but given the condition is $75 worth it for them?

For 75 bucks, I'd go for it. I have a pair of 6's I've restored; these are similar. Others will chime in, but reseal and doing the crossover are easy. If the cabinets look good i think 75 bucks is a great deal.
 
That's a good deal if all the drivers are functional. As mentioned above, reseal and crossover recap are easy. Drivers can be hard to find. I tend to favor three-way speakers but after hearing a friend's 23s I got myself a pair. They are great looking and sounding speakers, assuming you like the sound of acoustic suspension speakers.

I currently have a pair of New Large Advents and love the sound they provide aside from potential harshness is the highs. I’m still new to audio and have been wanting to try the “west coast sound” but I saw these pop up with a relatively cheap price and just really started wondering how they compare
 
Easy to refurbish. If they are cosmetically in good shape, I wouldn't have a problem going up to $300 for them. I love mine.
 
If tweeters aren’t working it’s usually bad caps in crossover. Ask yourself if you bought something new from Best Buy or Amazon what 75.00 would buy you? Answer is NOTHING. That is a cheap price for 23’s.
 
Twenty threes can beat the Fives (sometimes). I have both and there are times the Twenty Threes sound better, but then I'm partial to two-ways. Fabulous speakers. Cheap maintenance, just one 4 Uf cap and a few bux for surround dope. Worth all of $75.
 
They probably don’t need resealing. You can recap them for under $10. Grab them and enjoy. They’re great speakers.
