limiter repair

I have an AKAI GXC-510D tape deck that I really like. ( I also have an NAD 6155 and a Nakamichi that I rarely use) It makes the best tapes but it is in the shop to fix the limiter. The repair guy says that the dolby needs to be fixed. I said that I never use dolby. For some reason there is minimal tape hiss when I use the AKAI. He said that the limiter and dolby are connected.
IS THIS CORRECT?
