Luxman L-31: what closest outputs to use for 2SB531 / 2SD371 ?

Sorry to re-revive an old thread. i don't understand. 2SB531 is TO-220 case and the suggested replacements are TO-3? How could it be a drop in replacement? Did I miss something?
 
Not sure about the L31, but my L100 would not stabilize with any of the generally used replacements. You might need to up the capacitance slightly of the caramic capacitor. And replace both the complimentary pair
