Luxman r 1050 dolby fm question.

So I just bought a Luxman r 1050 receiver and have been working on it for a couple of hours now. I have it to the point where it's basically fully functional however there is a bit of a weird issue that I am not too sure about. The volume indicator leds only work if the dolby fm feature is turned on. Now I can tell the previous owner has done quite a few repairs on this receiver so it's very possible they wired something up incorrectly. Does anyone with a luxman r 1050 have a similar issue ?
