Magnecord 1028 Help!!

Just picked up a Magnecord 1028 not my usual deck to work on or restore, but it was in nice looking condition so why not. Cleaned up good and actually works, but when playing back 1/4 track (it is actually is a 1/2 track machine but will play 1/4 track) it seems that the head needs alignment. The highs are not there but there is good meter movement. The problem is that the heads are mounted in a cast aluminium assembly not allowing for aligning each head separately. it plays good in 1/2 track. Or is it a biasing problem? Suggestions welcome!! Also can not find a user manual online a lead to that is also welcome

1/4 track tapes and 1/2 track tapes are different format. The Magnecord 1028 is a 1/2 track machine. And records and plays 1/2 track tapes. The company was later purchased by Telex in 1968. Common decks in broadcast use then. I maintained a lot of Magnecords in control rooms and they were reliable and well made machines and sounded good.
 
Yes the Magnecord 1028 is a 1/2 track machine but it will play 1/4 track tapes (as the Otari 5050) that is my problem, is seems that the 1/4 track head is out of adjustment but there is no visible way to adjust it
